Napanee BIA Home Page Napanee offers small town appeal with heritage buildings dotting the local landscape, combined with excellent business opportunities. Incorporated as a town in 1864, Napanee is the seat of the County of Lennox and Addington (pop. 40,000). The Town of Greater Napanee has a population of 15,000 and is located halfway between Kingston and Belleville. The Napanee B.I.A., under the Municipal Government, is mandated to promote and encourage local businesses by attracting the residents and visitors to the areas shops, other attractions and enterprises, by means of beautification, revitalization and special promotions. The association is governed by a Board of Directors chosen from the general membership, which has a 3 year term of leadership. As an association, it forms a part of, and is responsible to the town.
